This part jumped out at me: "His plan calls for workers to lose nearly all their collective bargaining rights. State employees also would be required to pay more for pension and health care benefits." Is it really possible that we might see civil unrest and the need to call out the National Guard as some of these states begin to implement emergency budget procedures?
